MODEL MOU BETWEEN RHO & INSTITUTE

I.General

  •  Trust/society/Individual seeking permission to initiate the RHO courses in their Institute should apply in the prescribed application form with all the necessary enclosures.
  •  Institute already recognized by RHO, if applies for any new category / new courses in the same category or renewal should enclose the copy / copies of the authorized certificate already obtained from RHO.
  •  The powers to accept or reject the application for starting new course/ new Institute shall exclusively rest with RHO.
  •  RHO MOU and approval is valid for only one academic year (1st June to May 31st) Approval of the institute should be renewed each year, before May 30 at RHO Programme Office Delhi.
  •  The trainees admitted to the course and the institute should follow all the Terms and conditions prescribed by the RHO from time to time regarding The conduct of the above courses.
  •  The RHO full authority to cancel the affiliation/Recognition Without any previous notice if the affiliated centre / institute shall be guilty of any Deviation or impropriety of any of the RHO Terms and conditions.
  •  This MOU and approval is valid up to MAY 31, next year.
  •  RHO is not giving any assurance to government jobs for its courses. Providing jobs are based on concerned Government Discretion.

II.  Infrastructure and Building

  • Minimum infrastructure facilities as prescribed by RHO are essential for running RHO courses. The Institute infrastructure should be enhanced asper the student’s strength and requirements.
  • Approval from RHO is valid for the premises for which the approval is sought. Shifting of the existing premises of the institute should be done only with Consent of the RHO Programme Office, Delhi Shifting should be made before the Commencement of the concerned academic year without affecting the students of the Institute. Separate application by submitting the required fee, should be obtained from RHO Programme office, Delhi, if the centre is shifted to the name of the Institute should be suffixed with Academy/ Institute/ centre/Institution.
  • The class room/practical workshop should be at least in the R.C Building/ Building with asbestos roof and it should have adequate space.
  • Proper and adequate ventilation, lighting should be provided for theory and practical class rooms.
  • Adequate drinking, water and sanitation facilities should be provided at the institute.
  • RHO vigilance committee will inspect the facilities which are made available to the students at the institute, at any time without Prior Notice.

III. Fees pattern

  • The institute can charge maximum fee of Rs.45,000/- (Tuition Fee) or equivalent amount in other countries per student/ per course/ per year.
  • Fees once remitted to RHO will not be refunded under any circumstances.
  • The course fees charged by the institute should be commensurate with the facilities provided to the students. Tuition fees and other charges may be collected on a monthly, quarterly or annual basis.
  • Registration of students can be made only at RHO Programme Office,Delhi. The registration and examination fee per student is Rs.3000/- and both Registration and examination fee (one time payment) should be remitted before30th September with registration and examination forms. The same fee can be Remitted up to 30th October with late fee Rs.100/- per student.

IV. Staff pattern

  • Minimum qualification for teaching staff should be Diploma/ degree/ Masters Degree of concerned subject.
  • Teaching staff must be properly qualified and trained. Detailed bio-data of teaching staff should be sent to RHO Programme office, Delhi before 30th of August, every year.
  • Every year, two faculty members from the Institute should undergo compulsory one day faculty and Management Training Programme at RHO Academic Staff College, Delhi.
  • The fee for faculty and Management Training Programme should be remitted along with the renewal.

V. Curriculum

  • The Management of the institute after getting the approval from RHO should conduct classes as per RHO norms.
  • The RHO courses offered in the Institute should be full time courses.
  • Course name and duration should not be changed by the Institute.
  • Medium of instruction may be English, Hindi or Mother tongue of the students.
  • Adequate theory and practical hours should be maintained in the Institute, as per the course curriculum.
  • If the Institute is not having hospital, laboratories and other kind of workshop for imparting practical training to the students, they should make tie-up with existing hospitals, laboratories and other kind of workshop and the details of the same should be submitted along with the renewal forms.
  • RHO prescribes syllabus for all the courses. This syllabus should be strictly followed and are subject to revision whenever necessary and as desired by RHO.

 

VI. Institution Management

  • Any advertisement using Government of India Emblem, giving false information to public is punishable. It will even lead to the cancellation of the approval of the institute.
  • No parallel classes/sections shall be conducted in any complex/building other than the premises for which approval was granted.
  • The Institute should maintain records of attendance of students and teaching staff.
  • The academic year should be from June to May every year.
  • The calendar year should be from January to December every year.
  • Number of students in one batch should not exceed 50.
  • For all short term courses (less than one year duration) and for all school courses students can be admitted throughout the year.
  • All advertisements or promotional activities must be approved by RHO Programme Office, Delhi.
  • Record note, ID card, Satbhavana (RHO Monthly News Paper) is compulsory to all students. It is also Compulsory those who are undergoing short term courses.
  • Examination will be normally conducted in the Institute where approval was granted. RHO will nominate the examiners. Examination can be written by the students in any Languages.
  • Institute which runs other Certificate, Diploma or Degree courses should not award any certificate merging the same with the RHO courses conducting in the Institute.

Terms & Condition

  1. Shifting of the existing institute premises should not be done without the consent of RHO Programme Office, DELHI, India. Approval is purely valid for that premises only. Any shifting should be made only before the commencement of the concerned academic year without affecting the students of the institute for shifting, separate application should be obtained from RHO Programme Office, DELHI, India. submitted with necessary fee.
  2. The RHO Courses offered in the institution should be a full time courses. If the management wants to run part time courses, special permission should be obtained from RHO Programme Office, DELHI, India.
  3. The Following Titles are not allowed in the Institute’s Name.

  • COMMUNITY
  • COMMUNITY COLLEGE
  • MEDICAL
  • PARAMEDICAL
  • VOCATIONAL COLLEGE

  1. Institute which run other Certificate, Diploma or Degree Courses should not award any certificate merging the same with the RHO Courses available in the institute.
  2. The class room/practical work shop should be in the R.C Building/Building with Asbestos roof and it should have adequate space.
  3. Adequate toilet and urinal/water facilities should be provided.
  4. Proper and adequate ventilation, lighting should be provided for theory and practical class rooms.
  5. Any advertisement using Govt. of India Emblem, giving false information to public without the consent of the BSS is punishable. If it is so, it will lead to cancellation of the approval of the institute.
  6. The Management of the institute after getting approval from RHO, should conduct classes as per RHO Norms and to make ready the students for final examinations conducted by RHO.
  7. Under any circumstances, once fee paid to RHO by DD, M .O (or) cash will not be refunded and adjusted.
  8. Institute already recognised by RHO, if applies for any new category/new courses in same category (or) renewal should enclose the copy/copies of the authorized certificate already obtained from RHO for verification.
  9. The powers to accept (or) reject the application for starting new institute shall exclusively rest with RHO.

  27. Based on the student strength, necessary class rooms and teaching faculty should be provided by the management.
  28. Record note, ID Card are compulsory to student those who are undergoing short term courses also.
  29. Every year, two faculty member of RHO institutes should undergo one day training programme at “RHO Primary Health Care Cllege" in Delhi, India. Application and other details are available in the website www.ruralhealthorganization.com. Rs. 3,000/- to be paid by the Institute authority in Every Year. (Mandatory)
  30. Maximum fee Rs. 30,000/- (Theory Tuition Fee) or equivalent fee for other countries may be collected per student / per course / per year.
  31. Minimum qualification for teaching staff should be Degree / Master Degree of concerned subject.
  32. Minimum level infrastructure is enough to run RHO Courses. Based on student strength develop your institute’s infrastructure. Anyway RHO vigilance committee will inspect the institute at any time.
  33. Student Assessment Form to be submitted for all students to RHO Programme Office, DELHI, India on or before January 30 every year for Academic year Admission. The same to be submitted on or before July 30 every year for Calendar Year Admission.
  34. For One Year and less than One Year courses, Tenth Std (pass / Fail) is eligible. For Two Year courses, Tenth pass is eligible.
  35. RHO is not giving any assurance to Government jobs for its courses. Providing jobs is based on concerned Government Discretion.
